Sangguniang Kabataan (SK) Federation of Angadanan together with DILG Angadanan and Local Youth Development office of Angadanan successfully conducted its Leadership Training Event from December 13 to 15, 2025, at Water World, Ramon, Isabela, bringing together youth leaders for a comprehensive capacity-building program aimed at strengthening leadership competencies, enhancing governance skills, and fostering unity toward effective, responsive, and transformative youth leadership.

‎The three-day training opened with Session 1, which underscored the crucial role of the youth in nation-building. The session highlighted the salient provisions of Republic Act No. 10742 (SK Reform Act of 2015), Republic Act No. 11768, CSC Resolution No. 2500752, and DILG–NYC Joint Memorandum Circular No. 1, s. 2024, among other youth-related policies. The discussion was formally delivered by Ms. Jenifer B. Masina, DILG–Local Government Operations Officer II, who provided valuable insights to further strengthen informed, active, and responsible youth leadership.

‎Session 2 focused on the Updated Guidelines on the Planning and Budgeting Process of SK Funds, emphasizing the proper appropriation, release, planning, and budgeting procedures for SK resources. The session was facilitated by Mr. Roderick A. Escobar, DILG–Municipal Local Government Operations Officer VI, who stressed the importance of accountability, transparency, and compliance in financial governance to ensure the efficient and lawful utilization of public funds.

‎The training also addressed pressing social and digital concerns affecting today’s youth. A session on Cyberbullying Awareness and Online Netiquette centered on promoting responsible online behavior and fostering a culture of respect and accountability in digital spaces. Participants were guided on identifying, preventing, and responding to online harassment. The session was delivered by PSMS. Anne Klein A. Baricaua, who emphasized safe, ethical, and respectful online engagement.

‎Another key session tackled Teenage Pregnancy and Mental Health Awareness, aiming to deepen participants’ understanding of the social, emotional, and psychological challenges faced by adolescents. The discussion underscored the importance of prevention, early intervention, and accessible mental health support systems. The session was facilitated by Ms. Gheenesa F. Panelo, who shared insights to promote informed decision-making and holistic youth development.

‎Through a series of informative lectures and interactive discussions, the Leaders’ Training Event equipped SK officials and youth leaders with the knowledge, skills, and values necessary to carry out their mandates effectively. The activity reaffirmed the SK Federation of Angadanan’s commitment to developing capable, ethical, and empowered youth leaders who play a vital role in community development and nation-building.
